Pebbledash cannot be painted with a standard short-pile roller. The stones sit proud and leave deep crevices a fine roller never reaches, giving a patchy result with dry spots at any angle.
A long-pile masonry roller worked in multiple directions, with a brush into the deeper crevices, is the right approach. A second coat is always needed. Pebbledash uses significantly more paint per square metre than smooth render because the stones create more surface area.

Preparation is where pebbledash painting succeeds or fails. Dirt, algae, moss, and lichen sit deep in the texture and cannot be painted over. Growth left underneath will keep spreading and lift the new coat from within.
